Commissioners Present: Lee Oliver, Chairman; Joe Sellers, Vice Chairman;

Chairman Oliver called the meeting to order at 6:01 p.m.  
Chairman Oliver welcomed everyone and provided HPC policies, procedures,  
and rules of decorum.

Consideration to Approve Agenda  
Commissioner Rich made a motion to amend the agenda to move Item 7 -  
COA2508-112 ahead of Item 5. Commissioner Kitchen seconded the motion.  
Hand Vote: 4 Yeas 0 Nays Motion Approved  
Commissioner Sellers made a motion to approve the agenda as amended.  
Commissioner Rich seconded the motion.

Mr. Phillip Price presented the case as the Applicant’s representative. Mr. Price  
stated that the request is to remove two trees from the property.  
Commissioner Stanton joined the meeting.  
Commissioner Rich made a motion to approve the request as submitted.  
Commissioner Stanton seconded the motion.

Design Request of Additional Exterior Modifications to an Existing Building -  
Applicant: Maggie McBride of Bunker Design Collaborative LLC:  
Ms. Kandace Walker-Bunda presented the case as the Applicant’s representative.  
Ms. Walker-Bunda explained that the request included painting the existing steel  
posts that sit against the building Pure White, five stretched fabric decorative  
awnings that would be at the top of the windows at the exterior facades, two  
mesh screen panels to visually separate their patio space from an adjacent  
storage space, and infill panels installed at the base of the staircase which goes  
to the patio space above the tenant space.  
Commissioner Rich made a motion to approve the request with the condition  
that the exterior fabric fixed window awnings are not approved as presented.  
Commissioner Sellers seconded the motion.  
Hand Vote: 5 Yeas 0 Nays Motion Approved

771 East Main Street - Design Request for an Addition to an Existing Home -  
Applicant: Bob Banks  
Attachments:  
Mr. Bob Banks presented the case as the Applicant. Mr. Banks explained that the  
request is for an addition to the rear of the home. Mr. Banks provided an  
additional drawing dated July 7, 2025 for the Commission to review.  
Commissioner Kitchen stated she was inclined to approve the request based  
upon the additional drawing as presented. Mr. Turner suggested that a condition  
be made that the building permit shall not be issued until the drawing is  
submitted to the COA permit file.  
Commissioner Rich made the motion to approve the design request as presented  
with the condition that the building permit shall not be issued until the drawing  
presented by Mr. Banks, dated July 7, 2025, is submitted to the COA permit file.  
Commissioner Sellers seconded the motion.  
Hand Vote: 5 Yeas 0 Nays Motion Approved

Discussion and Possible Action on Natural Disaster

Natural Disaster Recovery Statement

Mr. Peoples explained that there were no changes to the statement since the  
previous meeting and that the Commission previously voted to table the item to  
the September 9th meeting to allow Commissioner Kitchen, the champion of the  
statement, to provide feedback on the statement.  
Commissioner Kitchen stated she had no concerns with the language in the  
statement.  
Commissioner Kitchen made a motion to approve the Natural Disaster Recovery  
Statement and to add it to the Historic District Design Guidelines. Commissioner  
Stanton seconded the motion.  
Hand Vote: 5 Yeas 0 Nays Motion Approved  
9.  
HPC Member Introduced Items  
Chairman Oliver asked that the street topper project remain in the focus of the  
Commission and Staff. Mr. Turner explained that Ms. Kelly Pendley is still  
working to obtain pricing for the various street topper options.  
The Commission discussed the need to clarify in the Certificate of  
Appropriateness application the levels of detail required for design request  
submittals.

the motion.
